The action complained of having taken place before the 31st of March I did not interfere in the matter, but in view of the possibility of the recurrence of a similar case I should be glad of instructions as to whether the vessels are to be held amenable to the local law.

In the absence of paramount international considerations, I deem it wrong that conditions should be permitted to continue under which these mail steamers by exemption from the laws which bind other vessels, are given unfair advantage in their commercial transactions.
